It actually all has to do with varying temperature between nighttime and daytime. During the day, they need to be kept warm at around 100 degrees Fahrenheit while at night they're best kept cool at 50 degrees.
These are tricky flowers, guys. You can just plant them, water them, and hope for the best. If you want tiny galaxies in your garden, you need to be patient and very caring of your petunias' needs.
According to Green House Grower, you'll see the best success if you plant the flowers during cooler temperatures. And, the more the temperature changes from hot to cold while they grow, the more "starry" these flowers will be.
